Stephen Finafrock

Mr. Finafrock is an accomplished Policy Planner with eighteen years of experience specializing in regional transportation planning and policy development. He currently serves at the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA), where he manages daily interactions with Locally Operated Transit Systems (LOTS) and other key transportation entities. His responsibilities encompass grant tracking and auditing, ensuring compliance with federal and state regulations, and overseeing grant administration. Additionally, Mr. Finafrock plays a pivotal role in conducting quarterly meetings with LOTS, collaborating with various MDOT MTA departments, and addressing a broad range of issues including funding, regulatory compliance, procurement reviews, report preparation, and project presentations.

Prior to his current role, Mr. Finafrock was a Senior Program Specialist at the Metropolitan Washington Council of Governments Transportation Planning Board. In his most recent position as Commuter Operations Center Manager, he demonstrated strong leadership in program management, stakeholder engagement, project and contractor oversight, technology and program innovation, and committee leadership.
