Human Services Transportation Program Manager

Cydney Dickens is a Human Services Transportation Program Manager with KFH Group, currently assigned to the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA). In this role, she manages two statewide transportation programs focused on enhancing mobility for vulnerable populations: the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program and the Maryland Senior Rides Program. These programs provide critical support for local governments and nonprofit organizations working to improve access to healthcare, employment, and community services for older adults and individuals with disabilities across the state. Cydney oversees the full scope of grant management—from application review and funding allocation to compliance oversight and technical assistance.

Cydney works closely with regional transit providers, community organizations, and planning agencies to ensure effective use of funding and equitable service delivery. Her leadership is driven by a commitment to accessibility, efficiency, and innovation, helping to advance Maryland’s goals for inclusive transportation. Through her work at MDOT MTA, Cydney continues to play a key role in improving mobility and quality of life for Maryland’s most underserved populations.
