
Buffy Ellis
Principal Planner
Ms. Ellis is a Senior Transportation Planner and a specialist in paratransit and transit planning and policy, system design, and performance evaluation. She is a recognized expert with the ADA and particularly ADA paratransit. With more than 30 years of experience, she has managed numerous projects for a wide variety of public and private agencies. She has served as the Principal Investigator for a number of research studies for the Transportation Research Board’s TCRP program. Ms. Ellis has built on her earlier career at a private transportation contractor in California, bringing hands-on experience with contracting practices.
