A National Study on Alternatives to Traditional ADA Paratransit

KFH Group led this national study for the Transit Cooperative Research Program (TCRP) to examine how transit agencies are providing on-demand or same-day alternatives to traditional ADA paratransit. The report explores key reasons—enhancing mobility and reducing costs—and highlights legal and regulatory considerations, including the taxicab exception and service equivalency for riders using wheelchairs. The project also produced a practical Excel-based tool to help agencies plan new services and estimate cost savings from existing ones.
